Here is how this works in practice. Brazilian aerial-drone operations carry a three-agency regulatory stack that nobody can skip. This covers ANAC certifies the airframe (RPA Classe II under 25 kg, RPA Classe III for sub-250 g, RPA Classe I above 25 kg needs special operation sign-off) and the remote pilot certificate. DECEA (Departamento de Controle do Espaço Aéreo, a separate civil-aviation authority from ANAC) issues the airspace clearance via the SARPAS portal with filing windows of 18–45 days for off-limits blocks around Galeão GIG, Guarulhos GRU, Congonhas CGH, Brasília BSB, the Maracanã / Sambódromo Carnaval no-fly perimeter, and any airport-adjacent corridor. ANATEL handles RF / video-downlink frequency sign-off for the 5.8 GHz and 2.4 GHz command-and-video links.
